About MRSS:

Children’s Mobile Response and Stabilization Services (MRSS) is a proven, evidence-based approach to helping children and families during a behavioral health crisis — anytime, anywhere.

Too often, when a child is in crisis, families have limited options: call 911, go to the emergency room, or wait for services that may not be available in time. These responses can be traumatic, costly, and disconnected from a child’s ongoing care.

MRSS provides:

  • Rapid, in-person crisis response​

  • De-escalation and clinical assessment

  • Short-term stabilization and follow-up support

  • Coordination with families, schools, and providers

This model is endorsed as a best practice by the Substance Abuse and Mental Health Services Administration (SAMHSA) and is designed to meet children and families where they are, both physically and emotionally.

ABOUT THE BILL:

The proposed legislation (S3066/H8180) would establish MRSS as a statewide, 24/7 service available to all children and youth in Rhode Island.

KEY PROVISIONS:

  • MRSS would be available 24 hours a day, 7 days a week, for all children under age 21, regardless of insurance status.

  • Crisis teams must respond in person within 60 minutes when appropriate.

  • Families would not need a referral, prior authorization, or intake process to access services.

  • Services would be delivered in homes, schools, and communities whenever possible, not in institutional settings.

  • The program would utilize Medicaid, commercial insurance, and state funding to ensure sustainability.

  • MRSS services would be provided without co-pays or out-of-pocket costs.

  • The state would track response times, outcomes, and cost savings, and report annually to ensure effectiveness.
